Strengthening the culture of dialogue and open local governance in the Republic of Moldova is recruiting a project assistant

The project “Strengthening the culture of dialogue and open local governance in the Republic of Moldova” is implemented by the Congress of Local and Regional Authorities in the framework of the Council of Europe Action Plan for the Republic of Moldova (2021-2024). The project aims to strengthen political dialogue between local and central authorities and to support the improvement of the quality of local governance through open government, public ethics, integrity, prevention of corruption and gender equality at the local level.

Your role

As a project assistant, you will carry out multiple assignments to meet the general and specific objectives of the Council of Europe project “Strengthening the culture of dialogue and open local governance in the Republic of Moldova” and will play a support in the implementation of project activities in the field. More specifically, you will carry out the following tasks in accordance with the procedures, guidelines and priorities of the Organization, with a view to quality, efficiency,
accuracy and confidentiality:

  • Assist the project team in the implementation, preparation and organization of project activities, making all necessary arrangements in advance and in a timely manner;
  • Monitor ongoing work or activities and report to manager/coordinator/supervisor, especially if and when issues arise;
  • Provide financial and administrative logistical assistance to the project team and experts;
  • Make practical arrangements related to project activities (travel, visa applications, accommodation, meeting venues, reservations, local transport arrangements, interpretation and others);
  • Draft and format correspondence, memos, documents, contractual letters and financial arrangements in accordance with relevant instructions and procedures;
  • Prepare submission of financial supporting documents for final payment; track expenses; provide any other financial information and documentation requested;
  • Provide ad hoc language assistance and arrange translation and interpretation as required;
  • Assist HQ-based staff and experts when performing field assignments and assignments or working on projects
    related matters;
  • Organize and maintain project documents and files (planning of activities, official report, expertise and other documents, incoming and outgoing correspondence, contact lists);
  • Ensure the circulation of relevant information and documents between the project team and the Office;
  • Contribute to the efficient functioning of the office, in collaboration with colleagues and the direct management of the project;
  • Perform other tasks that may be necessary related to the implementation of the project.

What we are looking for

At a minimum, you must:

  • hold a full cycle of general secondary education and appropriate professional qualifications;
  • have a minimum of two years of relevant professional experience in project assistance, administrative support or similar;
  • have an excellent knowledge of Romanian (mother tongue level) and a very good knowledge of English;
  • be a citizen of the host country or of one of the 46 member states of the Council of Europe;
  • be under the age of 65 on the closing date of this vacancy notice.
