The next three months will be crucial to ensure good governance in Brcko – Sarajevo Times

As Brčko makes clear progress in advancing critical infrastructure projects necessary for economic growth, the next three months will show whether district authorities are ready to enact the reforms needed to ensure good governance, said Michael Scanlan , Principal Deputy High Representative and Supervisor of the Brčko District. today.

This means the introduction in the Brčko District Assembly of a new civil service law which will set the parameters for efficient, accountable and lean public administration.

It also means unequivocal support for the Anti-Corruption Bureau to review the employment records of all public employees to see if they have the qualifications required for the position for which they have been hired, to serve the citizens and businesses of Brcko.

Further, it means ensuring that the same high standards of performance and integrity exist in the District’s public enterprises. Here, authorities have the option of engaging an international financial backer to ensure that the financial performance, corporate governance, procurement practices and workforce composition of state-owned enterprises are in line. to their public service mission and to international standards of transparency, accountability and performance.

How district authorities handle these and other related issues, such as fiscal consolidation, implementation of judgments of the Commission for the Prevention of Conflicts of Interest, and prosecution of corruption cases, will make clear whether the authorities and elected officials of the district are part of the solution or the problem, underlined the Supervisor.

These topics were discussed during the supervisor’s meetings with the leaders of the district government and assembly, the head of the public works department of the Brčko district, as well as representatives of the Brčko branches of the SP RS and the parties “ Ujedinjena Srpska”.
